《个人养老金实施办法》是人力资源社会保障部、财政部、国家税务总局、银保监会、证监会于2022年11月4日联合的文件，旨在加强个人养老金业务管理，规范个人养老金运作流程，自2022年11月4日起施行。

《实施办法》规定，参加人参加个人养老金，应当通过国家社会保险公共服务平台、全国人力资源和社会保障政务服务平台、电子社保卡、掌上12333 APP等全国统一线上服务入口或者商业银行渠道，在信息平台开立个人养老金账户。之后，选择一家符合规定的商业银行开立或者指定本人唯一的个人养老金资金账户（也可以通过其他符合规定的个人养老金产品销售机构指定）。

《实施办法》规定，个人养老金资金账户封闭运行（subject to closed-end management），参加人达到领取基本养老金年龄、完全丧失劳动能力、出国（境）定居，以及国家规定的其他情形，可以按月、分次或者一次性领取个人养老金。

参加人领取个人养老金时，商业银行应通过信息平台检验参加人的领取资格，并将资金划转至参加人本人社会保障卡银行账户。

《实施办法》明确，商业银行可以通过本机构柜面或者电子渠道，为参加人开立个人养老金资金账户，并支持参加人通过商业银行结算账户、非银行支付机构、现金等途径缴费。

结合国家对个人养老金给予税收优惠支持（to offer tax incentives to encourage participation），《实施办法》明确，参加人可以通过国家社会保险公共服务平台等全国统一线上服务入口或者商业银行渠道，获取享受税收优惠政策的缴费凭证。

《实施办法》规定，参加人自主决定个人养老金资金账户资金购买个人养老金产品的品种和金额。个人养老金产品销售机构要以“销售适当性”为原则，做好风险提示，不得主动向参加人推介超出其风险承受能力的个人养老金产品。（：人民网、中国日报双语新闻）
